Baltimore City Public Housing Wait List Opens August 1, 2023

How to Apply

The Housing Authority of Baltimore City (HABC) announced that applications will be accepted for the HABC’s Low-Income Public Housing waiting list for housing units in Baltimore City. The Low-Income Public Housing Program is a federally funded, rental assistance program for assisting very low-income families, the elderly, and persons with disabilities to afford decent, safe, and sanitary housing in the private market. Applications will be accepted online only starting August 1, 2023, at (9:00AM) and ending August 14, 2023, at (11:59 PM).

Once the application period opens on August 1st through August 14th, applicants can go to this website from any device. Preliminary applications must be submitted online.

Individuals with disabilities or others who need additional support may receive assistance completing a preliminary application by contacting a call center representative at the following number: 1-888-301-8292. The application is available in multiple languages. Applicants who do not speak English can request translation services at that number.

After Your Application is Submitted

Following the closure of the two-week application period, HABC will:

  • Randomly select 13,000 applicants for placement on the waiting list.
  • Notify the 13,000 applicants who were randomly selected of their placement on the waiting list.
  • Notify all other applicants that they were not selected for placement on the waiting list.

If less than 13,000 families submit completed applications, HABC will place those families on the waiting list according to a computerized random sort of the applications received. HABC may opt to re-open the waiting list, if additional applications are needed to fill anticipated vacancies When vacant units become available, HABC will select the applicants in their order on the waiting list which is also determined by lottery, admission preferences and size and type of the unit needed. As housing units become available, those next on the waiting lists will be contacted to complete a full eligibility application.

Eligibility for the Low-Income Public Housing Program is determined based on HABC’s screening criteria, including but not limited to, income screening, citizenship/eligible immigration status screening and criminal background screening. Eligible families must have gross annual incomes that do not exceed 50% of the median income for the county or metropolitan area in which the family resides and only United States citizens and specified categories of non-citizens who have eligible immigration status are eligible.
