One form of control that an abuser exerts over a victim is financial abuse. Many individuals who exert control - whether emotional, psychological, or physical abuse - also control their victims' finances. This financial abuse can take many forms including incurring coerced or fraudulent debt in a survivor’s name. Financial abuse is the main reason why many people are too afraid to leave a domestic abuse situation.HB1198 establishes a process for survivors to state that a debt is coerced and allows debt collectors to consider dropping the court case and to possibly pursue the abuser for the coerced debt instead. ...

The deadline to apply for the Maryland Homeowners’ and Renters’ Tax Credit Programs is October first! These programs, offered by the Maryland Department of Assessments and Taxation (SDAT), provide financial relief to eligible households based on income and property value. Maryland Renters and Homeowners Tax Credit Assistance
Two additional SOAR sites have been added, so Maryland tenants and homeowners can get assistance with the Maryland Renters and Homeowners Tax Credit applications. Starting, Wednesday, July 1, 2025 our SOAR staff will be at the Community Action Partnership Center Northwest location, 3939 Reisterstown Road, Baltimore, Md 21215 until October 1, 2025. They are available every Wednesday, from 10:00 AM until 2:00 PM. Securing Older Adult Resources Program (SOAR) The Securing Older Adult ResourcesProgram (SOAR) works to improve the economic security of older adults in Maryland through direct assistance, research, advocacy, and organizing. SOAR provides support with the Maryland Homeowners and Renters Property Tax Credits, earned benefit screenings, and financial counseling, along with consumer education focused on Maryland tax credits, financial exploitation, common scams, and digital literacy.
